Councillor seeks power to issue fixed penalty notices to Alsager dog owners who do not pick up their pet's poo

A councillor who discovered drug paraphernalia whilst undertaking a litter pick wants Alsager Town Council to have the power to issue fixed penalty notices to dog walkers who do not pick up their pet's poo.

Speaking at last Tuesday's Alsager Town Council meeting, Cllr Sue Helliwell queried what powers the town council had when issuing fixed penalty notices for litter, graffiti and offences under dog control orders.

Cllr Helliwell lives near Talke Road allotments and that is where she walks her dog daily.

However, last Monday whilst undertaking a litter pick within the area, she found several nitrous oxide cannisters, balloons, and dog poo which had not been picked up.

The Conservative councillor also discovered drug paraphernalia, which was kept in "little" plastic pouches with "green and white residue" in.

Cllr Helliwell, who lives on Clowes Avenue, Alsager, picked the drugs up and put them in a bin.

She told the meeting that a lady who lives at the bottom of Clowes Avenue has now had to put posts up in her garden, telling dog walkers to not allow their pets to poo outside her house.

Due to Covid-19, Cllr Helliwell is unable to put out her plastic bottles with dog poo bags in, but she wanted the town council to act.

Cllr Helliwell said: "Obviously Cheshire East are short staffed and they don't have enough dog wardens.

"But how do we introduce the powers at Alsager Town Council."

Nicola Clarke, town clerk of Alsager Town Council, informed Cllr Helliwell that she would provide a written response to her enquiry.
