Two Alsager roads that do not meet "immediate repair" criteria remain on borough's future works programmes list

Two Alsager roads, which have several defects but do not meet the criteria for "immediate repair", remain on Cheshire East's list to be considered for their future works programmes.

However, the borough did not provide a timeframe on when the work would be carried out due to it being subject to funding availability.

Speaking at last Tuesday's Alsager Town Council meeting, Cllr Jane Hearne stated the way Cheshire East Council managed a residents complaint regarding The Avenue was "disgraceful".

The Conservative councillor had been contacted by a resident, who complained on behalf of his parents about the way they were treated.

Cllr Hearne claimed that Cheshire East had "dismissed" the complaint and had been "disrespectful".

Speaking about the condition of The Avenue, Cllr Hearne said: "It is really dangerous now for pedestrians in the evening, a parent of the resident who wrote to me has already fallen over numerous times and bloodied his nose and hands."

Cllr Hearne requested that the town council wrote to Cheshire East calling for action.

Cllr Rod Fletcher, chair of Alsager Town Council, stated that The Avenue was due to be resurfaced by Cheshire East this year, but the money was withdrawn from this year's highways and maintenance programme to pay for the flooding in Poynton.

Cllr Sue Helliwell told the meeting that it was her understanding that The Avenue and Meadow Croft, which were both included in Cheshire East's maintenance programme had been rolled over to next year's programme.

Cllr Fletcher said: "They [Cheshire East] have said they will try and bring some of those forward that were postponed because of the flooding, we will just keep our fingers crossed."

A Cheshire East Council spokesperson said: "While the road surface on Meadow Croft and The Avenue have defects, unfortunately they did not make this year's surface treatment programme.

"However, they are on the list to be considered for future works programmes, subject to funding.

"Which roads are prioritised may not always see the worst looking roads treated first. The approach to highways asset management balances road condition against a number of factors, in particular the level of traffic on a road, in so doing ensuring the resources available are targeted in the most efficient way.

"Defects are categorised according to a national standard of acceptable road surface quality and within the highway inspection code of practice.

"While the defects on these two roads do not meet the criteria for immediate repair, the council's highways service is committed to ensuring the road remains safe through an ongoing inspection regime and that all roads defects meeting the criteria are repaired."

Cheshire East confirmed that some of their highways funding had to be redeployed as a result of the flooding sustained in some areas.

A Cheshire East Council spokesperson continued: "It is correct that the council has had to divert some highways funding to deal with the demands placed upon it as a result of extreme flooding events in the borough.

"In the financial year 2019/20 approximately £3.2m – or 20 per cent of the highways maintenance and improvement programmes – had to be allocated to flood repair work.

"Having said this, additional funds have been allocated this financial year to highway maintenance to help reduce the impact of the changes that had to be made to last year's programme."
